The Bharat Ratna is perhaps the second highest civilian award of India. Established on 2 January 1954, this award is awarded for exceptional performance/service of a higher order without any distinction of gender, race, position, or level of public service.

Since independence from the British, this award has been conferred on an individual citizen of India by the President of India, by the Prime Minister of India, by a Governor-General appointed by the Government of India, and by a High Court judge. Any person holding any of these honours is eligible for this award.

Each award has certain criteria laid down to decide an individual's merit. To begin with, one needs to have been born under the Indian name and have the proof to prove it. The other criteria are as follows: - A citizen of India, a non-immigrant, a non-refugee, a person of Indian origin who have settled abroad for a period exceeding twelve months, an unmarried person, an orphan, an outcast, a convict, an exile, and a woman who have attained the age of 60 years. However, an individual need not be a citizen of India in order to be eligible for this award.

There are many institutions that have the responsibility to confer the Bharat Ratna. The first place that is most likely to confer this award is a university. If it is not a government university, it should be noted that some educational establishments conduct a separate committee to award this award.
